The large-scale military attack on civilians is currently happening with the awareness of the Russian peacekeepers and in the conditions of their factual inaction, which contradicts the trilateral statement of 9 November 2020, whereby they have an obligation to prevent any violation of the ceasefire regime.
We hereby appeal to all the international organizations and states who attach any importance to human rights and security: not only to condemn the monstrous operation carried out by Aliyev’s dictatorial regime, but also to take concrete measures to prevent the genocide of the Armenians of Nagorno-Karabakh.

Over two days, from August 24th to 25th, Peace Dialogue NGO convened a regional meeting in Tbilisi aimed at collectively designing a practical and mutually agreeable research methodology. Endorsed by both Armenian and Azerbaijani participants, the methodology seeks to thoroughly delve into urgent needs within their respective communities.

Peace Dialogue is planning to facilitate six focus-group discussions across Armenia and, apart from that, will be engaging in conversations with approximately 350 individuals with interviews. This approach aims to comprehensively understand the perceptions of people regarding the threats hindering building long-term and dignified peace between Armenia and Azerbaijan. Through this process, the organization aims to identify the most pressing and urgent needs that require immediate attention, ultimately fostering the endorsement of a more inclusive and far-reaching peace treaty.

On June 10, 2023, Peace Dialogue NGO published a summary report entitled “The Legal Status of Former Prisoners of War in the Republic of Armenia”. The organization enquired the mentioned governmental institutions to provide a conclusion on the submitted recommendations related to their functions in order to develop future joint effective steps aimed at protecting the rights of repatriated former prisoners of war.

Dear Representatives of States – Members of the UN Security Council, Following our previous communications from 26 May and 28 July, 2023, with a view of the upcoming session of the UN Security Council to be convened upon the request of the Armenian government we, representatives of the active civil society organizations in Armenia, appeal again to the States – Members of the UN Security Council to take the responsibility to protect the Armenian people in Nagorno-Karabakh from genocide and ethnic cleansing organized by Azerbaijan.

This report aims to shed light on the international legal frameworks that should guide the establishment of national regulations regarding former POWs and the application of laws to safeguard the rights of former prisoners of war. Extensive research has been conducted to examine international experiences and mechanisms for protecting the rights of former POWs and implementing them effectively.

We are pleased to present the comprehensive report prepared by Peace Dialogue NGO, based on precise monitoring conducted from January 1, 2020, to December 31, 2022. This undertaking was initiated at the outset of 2020, with the primary objective of highlighting the significant role of civil society in shaping and implementing state policies pertaining to the protection of human rights within the Armed Forces.
