General Information
In June 2020, Peace Dialogue NGO (hereinafter referred to as PD) launches the project titled Development of civil society potential for the effective monitoring of the activities of the RA Ministry of Defense (MoD) in the scope of the Action Plan deriving from the National Strategy on Human Rights Protection. With this initiative, PD seeks to promote the protection of human rights in the RA Armed Forces by developing an effective mechanism for civil society representatives to implement monitoring of the RA MoD activities in the scope of the Action Plan 2020-2022 deriving from the National Strategy on Human Rights Protection. Within the framework of the project, PD plans to establish a group of representatives of civil society organizations operating in Yerevan and the regions of the Republic of Armenia, which will monitor the defense sector-related activities in the scope of the National Strategy on Human Rights Protection.
Terms of Reference
The expert/analyst selected through a competition is expected to
- In collaboration with the project staff, legal expert and research expert, prepare and implement two trainings aimed at the capacity building of the participants of the monitoring group formed within the framework of the project (in total, 5 days).
- Develop standards for assessing the compliance of the defense sector-related activities in 2020 in the scope of the National Strategy on Human Rights Protection with the requirements of the international human rights law;
- Carry out an analysis to determine the compliance of the defense sector-related activities in 2020 in the scope of the National Strategy on Human Rights Protection and their implementation with the requirements of the judgments of the European Court of Human Rights against the Republic of Armenia in which the Court recognized the facts of violation of the Applicants’ right of refraining from torture as well as the right to an effective trial, or determine to what extent those activities promote the solution of the problems mentioned in the RA-related reports (published in different years) of European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and the Committee Against Torture.
- Based on the aforementioned research and the analysis of the problems identified by the monitoring group, prepare a report which will be included in the final report of the monitoring group on the defense sector-related activities in 2020 in the scope of the National Strategy on Human Rights Protection.
Required Skills for the Expert/Analyst
- At least five years of experience in the field of human rights protection;
- At least five years of experience in performing similar analytical tasks;
- At least five years of experience in human rights monitoring, information gathering methods, documenting human rights violations, and advocacy training;
- Excellent command of Armenian and English;
- High sense of responsibility and teamwork;
- Effective time management, meeting deadlines.
