The death of conscript Vahram Avagyan has forced the Armenian population to relaunch discussions on non-statutory relationships in the army and the underlying reasons for them. Edgar Khachatryan, president of Peace Dialogue NGO, believes that the Armenian armed forces need to undertake reforms in order to avoid casualties. He notes that the number of casualties in the army has not been made fully available to the public.
